The best way and it is pretty complicated so listen closely.
Go to the area where you beleive the ghost to be, open you mouth and speak! If you want even better results visualize what you want to say in symbols and pictures. 
I'm sorry for sounding like a smart-ass but you wouldn't believe how many people think it takes a special person to talk to the dead. To hear them is another story, for the beginner I would just use a tape recorder or digital voice recorder (I recommend Olympus). You ask the questions while recording (give them time to answer) and then ask more questions. If one is close enough to our plane or your resonance they may choose to answer.
